The soil of the site is classified "E" or very poor. While it does have _ <br /> some measure of agricultural potential, as evidenced by the <br /> existing vegetation on the site, the site does not have resource that <br /> is deemed to be critical from an agricultural perspective. <br /> Furthermore, this area is generally bounded by urban and <br /> urbanizing uses. <br /> The property has no severe topographic or geologic problems that <br /> would render the land unusable for the proposed subdivision and <br /> activity. <br /> C. Kona Community Development Plan <br /> As noted in Chapter IV-C of this report, the Kona Land Use Map of <br /> the CDP designates the subject site to be within Captain Cook; one <br /> of the rural towns encouraged to,be developed as a "Rural Town <br /> TOD." While a more detailed discussion of this is found in Chapter <br /> IV-C, the proposed residential uses is consistent with the objectives <br /> sought by the CDP. <br /> While this general area is thought to be good for a transit stop, the <br /> subject site is not conducive due to traffic concerns. There would <br /> be other areas proximate to the subject site that would be more <br /> suitable as a transit stop. <br /> The residential uses would support the concept of rural town <br /> development, as it is proximate to commercial uses as well as the <br /> civic center less than a mile to the south. Equally important, it <br /> would provide direct and indirect (through the County's Affordable <br /> Housing Code) housing opportunities; <br /> D. Zoning <br /> If the request were approved, the site would be developed into a <br /> single-family residential subdivision. AH improvements would be <br /> developed consistent with the Subdivision Code. No variances <br /> from the Code are anticipated. <br /> E. Hawaii State Plan <br /> Chapter 226. Hawaii Revised Statutes, outlines the long-range <br /> goals and policies of the Hawaii State Plan.
