f. "Scatterization" Impact <br /> As the site does conform to the standards described <br /> earlier, this standard really does not apply. This <br /> applies to a situation where an amendment creates a <br /> potential 'spot zoning and thereby increasing the <br /> need to extend public services at considerable <br /> taxpayers' expense. <br /> In this situation, the general area is already urban in <br /> character, and the subject site is contiguous to this <br /> developing area. Its development should thus not <br /> result in the expansion or extension of government <br /> services. <br /> g. Slope of Property <br /> There is a benign slope running in a mauka/makai <br /> direction. However, the difference —with the <br /> exception of the floodway near the bottom and <br /> northeast portion of the site — is less than 10 percent. <br /> The slope would not render the site undevelopable or <br /> pose an extraordinary development risk.
