HI 96720 <br /> public works(iiIhawaiicountv.aov <br /> Dear tkaika Rodenhurst: <br /> SUBJECT: Chapter 6E-42 Historic Preservation Review— <br /> County of Hawaii Grubbing Permit for Amy Hagen-Cowell Trust <br /> Archaeological Inventory Survey <br /> Ka`awaloa Ahupua`a,South Kona District,Island of Unwui`i <br /> TMK: (3)8-1-008:004 <br /> This letter provides the State Historic Preservation Division's (SHPD's) review of the permit submittal <br /> documentation received by our office on March 18, 2020 (Log No. 2020.0052) and the supporting updated <br /> document titled Draft Archaeological Inventory Survey, MK: (3) 8-1-008:004, Ka'awaloa A furpucr'a. South Kona <br /> • District, Island of I'Iawai'i (Haun and Henry, March 2021). This updated submittal was received by SHPD via <br /> HICRIS on April 14, 2021 (Project No. 2021 PR00422). The original submittal included previous SHPD <br /> correspondence, a copy of Grading Permit No. 092890 for grading permitted in 2018, a SHPD FIRS 6E Submittal <br /> Form, and the initial draft of the archaeological inventory survey (AIS) report (Hann and Henry. February 2020). <br /> SHPD received the report on February 28, 2020 (Log No. 2020.00484). in a letter dated April 24. 2020 (1,og No. <br /> 2020.00652, Doc. No. 2004NM0i), SHPD requested revisions to the draft AIS. The revised AN was submitted to <br /> SHPD on May 8,2020 (Haun and Henry. May 2020)and SHDP requested additional revisions to the AIS in a letter <br /> dated September 3,2020(Log No.2020.00652,Doc.No. 2009NM01). <br /> The SHPD HRS 6E Submittal Form indicates the proposed project involves grubbing of the entire project area, <br /> leaving all existing perimeter walls in place. The mass grading of the entire 6.916-acre parcel is in support of <br /> proposed construction of an approximately 14-lot residential subdivision. <br /> SHPD records indicate that in 2016 our office reviewed a grading permit application for a 0.218-acre portion of the <br /> 6.916-acre parcel anti requested a qualified archaeologist conduct a field inspection to determine if undocumented <br /> historic properties were present (July 21. 2016; Log No. 2016.01207, Doc. No. 1607SN15). Following receipt of <br /> additional information, SHPD made a determination of "no historic properties affected" for the grading project <br /> (August 12,2016; Log No.2016.01207. Doc. No. I607SN25)-The permit was issued (Grading Permit No. 092890): - <br /> see above. <br /> Haun and Associates conducted the AIS at the request of the Amy Hagen-Cowell Trust. The AIS report indicates <br /> that previously developed areas are located to the north and east portions of the project area, while the south border <br /> area remains undeveloped. Portions of the project area were mechanically altered as evidenced by bulldozer piles <br /> and tracks, as well as identified mechanical alterations to archaeological sites identified during the AiS. • <br /> Additionally, archival records show nine properties out of 19 claims were awarded in Ka'awaloa Ahupua'a during <br /> the mid-19th-century Mahele. These awards describe mala kalo, nalu, kope and features such as a stone wall. The <br /> project area was awarded to Ane Keohokalole, the Chiefess of Ka`awaloa. The project area was later owned by <br /> Reverend J.D. Paris. A house was built on the foundations of Chiefess Kapiolani's home and later became the Paris <br /> APPENDIX B <br />
