History of the Establishment of Industrial Uses in the Area: Since 1993, one water <br /> bottling facility has been established in the immediate area and three other adjacent <br /> properties to the south have been permitted to establish brewery, distillery, water and soft <br /> drink bottling facilities with accessory visitor and food service facilities. These facilities <br /> were permitted on a 14.5-acre property by Special Permit (SPP)No. 842, which was <br /> issued to Hawai`i Brewery Development Co. Ltd on May 27, 1993. The 14.5-acre <br /> property has since been subdivided into 4 lots that are all covered by SPP 842 and <br /> therefore allow a brewery, distillery, water and soft drink bottling facility on each lot. <br /> Currently only one water bottling facility has been established on a 7-acre portion of the <br /> 14.5-acre site on TMK 1-6-141:001, which is located to the southeast of the subject <br /> property. The previous landowner, Hawai`i Island Distilling, LLC sought and was <br /> granted a change of zone in 2017 for the subject property and in 2020, Hawai`i Island <br /> Distilling, LLC was granted an administrative time extension. (Planning Department <br /> Exhibit 2-May 12, 2020 PD Letter) In 2021, Hawai`i Island Distilling, LLC sought <br /> and was granted a Condominimum Property Regime to create two units on the subject <br /> property. (Planning Department Exhibit 3-November 24, 2021 Letter from Michael <br /> Sakai) In 2022,the current landowner Ke`Aloha Lani LLC secured interest in the <br /> property. <br /> STATE AND COUNTY PLANS <br /> 6. State Land Use Designation: Urban. <br /> 7. General Plan LUPAG Map Designation: In February 2017, the Planning Director <br /> determined that the General Plan designation for this property is Industrial. Industrial <br /> areas include uses such as manufacturing and processing, wholesaling, large storage and <br /> transportation facilities, light industrial and industrial-commercial uses. <br /> 8. County Zoning: General Industrial (MG-20). <br /> 9. Puna Community Development Plan (CDP): The Puna CDP was adopted by the <br /> Hawai`i County Council, Ordinance 08 116, on September 10, 2008.
