applicant shall provide a fire hydrant within 150 feet of the property, and either upgrade <br /> the ecisting 4-inch waterline for a distance of approximately 500 feet or provide a private <br /> water system capable of providing a minimum flow of 2,000-gallons per minute for a 2- <br /> hour duration and a pipeline velocity of less than 10 feet per second." <br /> Amend Condition I: <br /> "The applicant shall provide a 10 foot wide road and utility easement along the subject <br /> property frontage of Slaughter House Road. The Easement shall provide reciprocal <br /> rights for access to all lots along Slaughter House Road. Prior to receipt of[a Certificate <br /> of Occupancy]final subdivision approval, the applicant shall improve the road and <br /> utility easements over TMK's 1-6-141:001, 024, 027, and 028 to provide road <br /> improvements meeting the County Department of Public Works Standard Details R-33 <br /> and R-34 to include travel lanes, shoulders and drainage swales within a 60 foot wide <br /> right-of-way. Reasons for the Request: According to the applicant, they request that the water and <br /> road infrastructure improvements should be implemented in conjunction with a <br /> subdivision and not a certificate of occupancy for a structure or use when not <br /> accompanied by a subdivision. The reason is that the requirement for the industrial or <br /> commercial level roadway improvements is specifically triggered or called for in the <br /> Subdivision Code and not necessarily triggered when one seeks a building permit for a <br /> permitted use. Furthermore, the applicant believes that the water requirement is driven by <br /> the industrial zoning and any subdivision based on that zoning designation. Lastly, the <br /> applicant states that the requirement or standard, like the road improvement requirement, <br /> would not be applicable if a use were permitted with a Special Permit. Therefore, the <br /> applicant is requesting similar consideration, i.e. that the road and water infrastructure <br /> improvements be deferred to the subdivision and not building permit process. <br /> 3.
