Mr. Benner then expressed the value of starting survey work now, rather than starting from
the beginning when the Housing consultant's work is done. Ms. Kunz stated that she supports starting
work on the survey with Mr. Benner now.
Mr. Inaba stated that he will work with Mr. Benner on amendments but emphasized that the
consultant is hired to evaluate and provide recommendations for Housing policy, not account for the
affordable housing credits specifically.
Committee Chair Matt Kaneali`i-Kleinfelder stated that he agrees with Mr. Benner's concerns and
will follow Mr. Inaba's lead on his decision to postpone.
A motion to postpone Resolution No. 467-22 to August 16, 2022, Finance Committee Meeting was
made by Mr. Inaba and seconded by Ms. Lee Loy for the purpose of drafting the discussed
amendments.
August 16,2422,Finance Committee Meeting
A motion to amend Resolution No. 467-22 with the contents of Communication No. 886.2 was made
by Mr. Inaba and seconded by Ms. Lee Loy. Said amendment strikes the section reviewing Housing
and Community Development's strategic plans and narrows the audit scope to Sections 11-5, 11-15,
and 11-19 of the Hawaii County Code. All members present voted unanimously in favor of passing
the amendment with seven ayes.
Mr. Inaba gave a brief description of the amendments, stating the intent to avoid interfering with the
federal investigation by omitting parts that Mr. Benner determined to be unnecessary or
uncomfortable. Mr. Benner also gave a background on discussions and stated that he is comfortable
with the amended resolution.
Committee Members Maile Medeiros David and Ms. Kimball as well as Mr. Kaneali`i-Kleinfelder
provided comments in support of the amended resolution.
Per Ms. David's request, Ms. Kunz confirmed that she is comfortable with the amendment and stated
that she touched base with Mr. Benner prior to the meeting.
Your Committee on Finance is in accordance with the purpose and intent of Resolution No. 467-22,
as amended to Draft 2, and recommends its adoption.
arc
AYES NOES ABS EX Respectfully submitted,
CHUNG X
DAVID X COMMITTEE ON FINANC
INABA X
KANEALI`l-KLEINFELDER X +
KIERKIEWICZ X
KIMBALL x MATT KANEALI`I-KL INF DER, CHAIR
LEE LOY X
RICHARDS I I X FC REPOR NO.: 183
VILLEGAS I X I I I d ADOPTED: SEP 0 7 2022
