Maile David, Council Chair <br /> and Members of the County Council <br /> County of Hawai`i <br /> August 17,2022 <br /> Page 2 <br /> The applicant is requesting to change the zoning district from Single-Family <br /> Residential-10,000 square feet (RS-10) to Single-Family Residential-15,000 square feet (RS- <br /> 15) for approximately 14.322 acres of land. According to the application, the downzoning <br /> request would reduce the mathematical density allowed on the subject properties from 60 to <br /> 40 lots. <br /> The applicant has concurrently requested a Planned Unit Development(PUD) for that <br /> same land area that would allow various exceptions from Chapter 23 (Subdivision) and <br /> Chapter 25 (Zoning) of the Hawaii County Code. <br /> The proposed development is a Master Planned PUD called Lehua Villages and <br /> consists of two development components, Lehua Village 1, and Lehua Village 2. Lehua <br /> Village 1 would be situated on Parcel 136 (7.137 acres of land) with lot sizes ranging from <br /> 10,000 square feet to 23,400 square feet. These 20 lots are proposed to be sold at affordable <br /> rates consistent with affordable housing guidelines for Hawaii County and pursuant to an <br /> executed affordable housing agreement between the applicant and the Office of Housing and <br /> Community Development (OHCD). Lehua Village 2 would be situated on Parcel 10 (7.185 <br /> acres of land) with lot sizes ranging from 10,000 square feet to 33,000 square feet. These 20 <br /> lots will be offered for sale at market rates. <br /> If the entitlement requests are approved, the applicant plans to submit a subdivision <br /> application by the end of 2022, with anticipated completion of the subdivision for both <br /> Villages within five (5) years, by the end of 2027. The applicant anticipates the project will <br /> cost approximately$3 million to$4 million. <br /> In order to consider an area for any type of zoning designation, the applicable goals, <br /> policies, and standards of the General Plan must be adequately addressed. It is only through <br /> such a comprehensive policy analysis approach that evaluations and decisions can be made to <br /> better time and stage developments to achieve growth determined by the General Plan and <br /> related planning documents. The implications of these evaluations and decisions must also be <br /> considered as they may have an impact on similar areas in the County. <br /> The Change of Zone request from Single-Family Residential 10,000 square feet <br /> (RS-10) to Single-Family Residential 15,000 square feet (RS-15) conforms to the goals, <br /> policies and standards of the General Plan and the Hamakua Community Development <br /> Plan (CDP). The General Plan is intended to be used as a policy guide for the coordinated <br /> growth and development of all sectors of the County. It sets forth goals, policies, standards, <br /> and courses of action to accommodate growth without congestion, to designate and preserve <br /> the lands needed for residential use, commercial and visitor services, industry, agriculture, <br /> and open space, and to coordinate these uses with the County's service and circulation <br /> systems.
