mitigate any adverse visual and noise impacts to existing and potential <br /> neighboring residential or agricultural properties. <br /> C. Hawaii Coastal Zone Management Program <br /> The objectives of the Hawaii Coastal Zone Management (CZM) <br /> Program are outlined in Chapter 205a, Hawaii Revised Statutes. The <br /> principal goal is to assure the protection and maintenance of the <br /> State's coastal resources. Although the entire State falls within the <br /> CZM area, the permitting process is geared for those areas proximate <br /> to the coast and identified by the County as the Special Management <br /> Area. Nonetheless, a general review of a project's consistency to the <br /> CZM policies - regardless of its location - must still be made. <br /> In that regard, please note the following: <br /> • The proposed project will not have any substantial adverse <br /> environmental or ecological effect. (Please refer to discussions <br /> in pertinent Chapters below.) Any effect that may result will be <br /> minimized to the extent practicable and will be clearly <br /> outweighed by public interest. <br /> • The proposed development would be consistent with the <br /> objectives of the CZM program. Specifically: <br /> o there would be no impact to the area's recreational <br /> resources. This is not a shoreline property; <br /> o the site does not have any known historical resources that <br /> require preservation. Any inadvertent finds will be <br /> addressed pursuant to the requirements of the State DLNR- <br /> HPD. <br /> o the project will not affect any scenic and open space <br /> resources; <br /> o the coastal ecosystem will not be impacted; <br /> o the project will help stabilize employment opportunities by <br /> providing additional market house lots, and hence furthering <br /> the economic uses of the site; <br /> o the site is more than a mile from the shoreline, and thus <br /> there would be no coastal hazard or beach erosion or marine <br /> resource impacts; and <br /> 9 <br />
