Goals <br /> • A strong, viable economy characterized by stability, diversity, and <br /> growth that enables the fulfillment of the needs and expectations of <br /> Hawaii's present and future generations <br /> • A desired physical environment characterized by beauty, <br /> cleanliness, quiet, stable and natural systems, and uniqueness that <br /> enhances the mental and physical well-being of the people <br /> • Physical, social and economic well-being for individuals and <br /> families that nourishes a sense of community responsibility and <br /> caring of participation in family life. <br /> Discussion <br /> The proposed project would achieve these goals. It would provide <br /> area residents an opportunity to purchase affordable and modestly- <br /> priced product. The decades-long water moratorium in Honoka'a has <br /> stymied the delivery of much-needed new housing product in the area. <br /> The project location is located in a historic multi-generational <br /> community where residents have deep roots, and where new <br /> workforce housing options are currently almost non-existent. <br /> The project would also provide both direct and indirect employment <br /> opportunities for current and future residents of the island; contribute to <br /> the island's overall tax base and hence, increase both State and <br /> County revenues; and complement and support other economic uses <br /> and in turn, contribute to the stability, diversity, and growth of local and <br /> regional economies. <br /> This short-term employment opportunity would come without adversely <br /> affecting the environment. There is no known wildlife or plant life listed <br /> as either endangered or threatened on the subject site. Also have <br /> been in intensive sugar cane production for well over a century, there <br /> should be no known significant archaeological features on the site. <br /> Any inadvertent finds will be addressed pursuant to the requirements <br /> of an approved Archaeological Monitoring Plan and the SHPD. <br /> Impacts to the surrounding areas would also not be significantly <br /> adverse. All required infrastructures will be in place by the applicant. <br /> These include new roads within the subdivision, drainage <br /> improvements, and the like. <br /> Furthermore, the provision and/or retention of natural landscaped <br /> buffers along selected portions within the project site would also help <br /> 8 <br />
