Accordingly, with the exception of minimal construction dust in the <br /> beginning, long term dust generated by the project should be <br /> insignificant. <br /> J. Scenic and Visual Considerations <br /> In the Natural Beauty element of the General Plan, there are sites or <br /> areas listed as scenic resources. The subject site is not listed as a <br /> scenic site. However, Mauna Kea and Waipio Valley are listed as <br /> scenic resources. <br /> The proposed subdivision should not create any adverse visual <br /> impacts on either of those resources from a public roadway. For one, <br /> the subject site is located makai of the Belt Highway. Further, the <br /> Waipio Valley is miles away and not visible from the subject site. <br /> Thus, there should be little, if any, adverse visual impacts resulting <br /> from this proposed residential subdivision. <br /> VI. SOCIAL AND RELATED CONSIDERATIONS <br /> A. Surrounding Land Uses <br /> The subject site is situated on the makai side of the Hawaii Belt <br /> Highway (Highway 19) on the outskirts of downtown Honoka'a town. <br /> There is a drive-inn restaurant to the east, as well as the Honoka'a <br /> School complex makai of the subject site and the Ho'ola Hamakua <br /> medical facility to the north. There is also an 8-lot residential <br /> subdivision adjacent to the subject site, developed by the Applicant, <br /> with lots consisting of 10,000 to 20,000 square feet in size on RS-10 <br /> zoned lands. <br /> As such, the proposed 40-lot residential subdivision would be <br /> consistent with this evolving mixture of commercial and residential land <br /> use pattern in this area. <br /> B. Economic Impacts <br /> The requested zoning would have some measure of economic impact, <br /> as it would provide short-term,employment opportunities for those in <br /> the construction and related industries. <br /> The nature of this project (house lots) does not have any direct long- <br /> term economic impact. However, it does have an indirect impact by <br /> providing the needed social infrastructure — housing - to support <br /> 22 <br />
