The ITE trip <br /> rates for single-family detached housing were developed by correlating the total vehicle <br /> trip generation data with various land use activities/characteristics, such as the <br /> vehicle trips per hour (vph) per dwelling unit (DU). <br /> II. Existing Conditions <br /> A. Roadways <br /> Mamalahoa Highway (Route 19), also known as the Hawaii Belt Road, is the primary <br /> arterial highway along the north coast of Hawaii Island. Mamalahoa Highway is a two- <br /> way, two-lane highway in the vicinity of the project site. The posted speed limit on <br /> Mamalahoa Highway in Honoka'a is 45 miles per hour. <br /> Pakalana Street is a two-way,two-lane collector street in Honoka'a. Pakalana Street is <br /> stop-controlled at its four-legged intersection with Mamalahoa Highway, opposite Mauna <br /> Loa Street. Pakalana Street provides the primary access for Honoka'a High School,Middle <br /> School, and Elementary School. On school days, between the hours of 7:00 AM and 3:00 <br /> PM, Pakalana Street is one-way mauka bound (southbound) from Mamane Street to <br /> Kamani Street. As a result,makai bound(northbound)traffic on Pakalana Street is diverted <br /> to Lehua Street. <br /> Lehua Street is a curvilinear, two-way, two-lane local roadway, between Pakalana <br /> Street and Honoka'a County Park. Sight distances along Lehua Street are limited by its <br /> horizontal and vertical alignments and roadside vegetation and embankments. Lehua <br /> Street is stop-controlled at its skewed, Tee-intersection with Pakalana Street. About 500 <br /> feet west of Pakalana Street, Lehua Street reduces to a one-lane roadway at a drainage <br /> crossing. "Yield to Oncoming Traffic" signs are posted on eastbound Lehua Street at the <br /> drainage crossing. <br /> B. Public Transit <br /> The Hawaii County Mass Transit Agency operates the public transit service on Hawaii <br /> Island. The Hele-On Bus provides transit service between Honoka'a, Hilo, and Waimea. <br /> C. Existing Peak Hour Traffic Volumes and Operating Conditions <br /> 1. Field Investigation and Data Collection <br /> Turning movement traffic count surveys were conducted in November 2019, during <br /> the peak periods of traffic, at the intersections of Mamalahoa Highway and Pakalana <br /> Street/Mauna Loa Street, and Pakalana Street and Lehua Street. <br /> 4 <br />
