Existing AM Peak Hour Traffic <br /> The existing AM peak hour of traffic in the study area occurred from 7:00 AM to <br /> 8:00 AM. Mamalahoa Highway carried about 550 vehicles per hour (vph), total for <br /> both directions, during the existing AM peak hour of traffic. Pakalana Street carried <br /> about 200 vph, total for both directions, while Lehua Street carried about 100 vph. <br /> During the existing AM peak hour of traffic, Pakalana Street and Mauna Loa Street <br /> operated at LOS "C" and LOS "B" at Mamalahoa Highway, respectively. The left-turn <br /> movement from eastbound Mamalahoa Highway onto Pakalana Street operated at <br /> LOS "A". <br /> Lehua Street operated at LOS "B" at Pakalana Street. Figure 2 depicts the existing <br /> AM peak hour traffic volumes. <br /> 3. Existing PM Peak Hour Traffic <br /> The existing PM peak hour of traffic in the study area occurred from 4:30 PM to <br /> 5:30 PM. During the existing PM peak hour of traffic, Mamalahoa Highway carried <br /> about 600 vph, total for both directions. Pakalana Street carried about 240 vph, and <br /> Lehua Street carried about 60 vph, total for both directions. <br /> • Pakalana Street and Mauna Loa Street continued to operate at LOS "C" and LOS <br /> "B" at Mamalahoa Highway, respectively, during the existing PM peak hour of traffic. <br /> The left-turn movement from eastbound Mamalahoa Highway onto Pakalana Street <br /> operated at LOS "A". <br /> Lehua Street operated at LOS "A" at Pakalana Street. The existing PM peak hour <br /> traffic volumes are depicted on Figure 3. <br /> III. Future Traffic Conditions <br /> A. Background Growth in Traffic <br /> The Federal-Aid Highways 2035 Transportation Plan for the District of Hawaii <br /> (TPDH) was prepared for the State of Hawaii Department of Transportation (DOT), in <br /> cooperation with the County of Hawaii Department of Public Works and Planning <br /> Department. The TPDH developed long-range travel forecasts for Hawaii Island based <br /> upon future socio-economic conditions. The 2035 Transportation Plan projected an annual <br /> growth rate of about 1.25 percent in vehicle trips in Honoka'a, and about a one (1) percent <br /> annual growth rate in regional traffic on Mamalahoa Highway between Hilo and West <br /> Hawaii. <br /> 5 <br />
