Form : B-52
7118191
DEPARTMENT OF FINANCE
REQUEST FOR COUNCIL ACTION
DEPARTMENT: Reserach and Development DATE: 8/29122
STAFF CONTACT: Doug Adams, Director PHONE: 9618366
A. REQUEST:
A Resolution is requested authorizing County (via the Hawaii Police Department) to accept a cash donation
from the IRONMAN in the amount estimated at $110,000.00 to provide officers to staff traffic points of the
race. The purpose of this donation is to ensure the safety of the event racers and spectators.
A bill to appropriate the cash donation to an existing Hawaii Police Department officers S&W account, and a
Request to Waive the Finance Committee and 5-Day Holdover due to time constraints are also requested.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Background:
IRONMAN has conducted the Kona IRONMAN World Championship on Hawaii Island since 1981. After a three
year hiatus due to the COVID pandemic, the World Championship will be run on two days, Thursday,
October 6 and Saturday, October 8. This will be the first year that there will be two races, and is due to the
large number of athletes who have qualified over the past three years for the World Championship who will
be competing. The addition of a second race has required a different methodology for the Hawaii Police
Department (HPD) to staff the traffic points of the race, to include the use of overtime rather than special duty
officers (SDOs), as authorized by the Mayor. IRONMAN has paid for SDOs in the past, and will support the
overtime payment this year.
Justification:
The use of overtime rather than SDOs will result in a safer situation for officers supporting the IRONMAN World
Championships on October 6 and October 8, 2022. IRONMAN will provide the cash donation in the
estimated amount of$110,000.00 to pay for the overtime required to ensure a safe conduct of the two races.
SIGNED: DATE: 08/29/2022
p rtment ead
