REQUEST: <br /> An amendment to the CIP FY2022-2023 by adding Parks Fair Share funds from the South Kona district in <br /> the amount of$250,000 for the Kona Open Space Network project. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The Kona Community Development Plan (CDP) calls for the establishment of a Kona Open Space Network <br /> (KOSN) Program to enhance opportunities for residents and visitors to engage in recreational, educational, <br /> subsistence, and gathering activities. This project will establish the concept, criteria, methodology, and <br /> funding strategies to implement and maintain a system of open space destinations connected by active living <br /> corridors. The implementation plan will focus on the Kona Urban Area, while the methodology and funding <br /> strategies will provide a template for other urban areas around the island. <br /> Original funding of$250,000 was estimated and appropriated five years ago, with additional funding <br /> anticipated upon thorough review of scope and requirements.
