REQUEST: <br /> We are requesting to create a Human Resources Program Specialist position for the Recruitment and <br /> Examination Division within the Department of Human Resources. This new position will be <br /> supervised by the division's Human Resources Manager II position. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The Recruitment and Examination Division's function is to administer the recruitment and examination <br /> program in conformance with Federal, State, and local laws. The division advises departments on <br /> recruitment options and procedures, examinations and the merit system; markets the County as a <br /> competitive employer in the job market; and develops and maintain partnerships with various community <br /> agencies and educational institutions to support these efforts. The division oversees various programs such <br /> as the pre-entry medical examination program, Cooperative Vocational Education (CVE)with Hawaii <br /> Community College, and priority job placement for affected medically injured employees. <br /> There is a need for the division's Human Resources Manager position to focus more on active recruitment <br /> strategies in an effort to improve recruitment statistics. This will involve increasing the use of social media <br /> for recruitment, working with high schools and colleges, and increasing outreach within the community. A <br /> new Human Resources Program Specialist position is needed to serve as the senior staff specialist in the <br /> division and to perform the daily Recruitment and Examination tasks that include assigning recruitments to <br /> staff, reviewing job postings, supervising lower level staff, and performing higher level recruitments. <br /> �-�- <br /> SIGNED: DATE: <br /> artment Head <br />
