REQUEST: <br /> Requesting a Resolution authorizing payment of funds for a later fiscal year, and of more than one fiscal year <br /> (3-year agreement) of Managed Services for the Depatment of Information Technology from Hawaiian <br /> Telcom. Monthly rate for 3-year agreement will be$3,088.20. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The Managed Services from Hawaiian Telcom provides round-the-clock monitoring of data passing through <br /> the internet connection that links the County of Hawaii network to the rest of the world. This service adds <br /> additional cybersecurity protection by monitoring ingress and egress data communication for malicious <br /> and/or irregular signatures. <br /> This service is currently utilized by the County and has proven to be beneficial. This service has detected <br /> multiple instances of malicious software existing in our County network. It has allowed DIT to efficiently and <br /> effectively address issues prior to widespread damage to other County equipment and resources. By quickly <br /> identifying equipment and users, DIT was able to stop further loss of productivity and thus saving the County <br /> and constituents productivity and time. <br /> Managed Services through Hawaiian Telcom eliminates DIT from establishing a similar service within the <br /> county. To conduct this level of service would require a staff of 12 dedicated security analysts based on the <br /> SR-24C starting salaries of$62,136 (annually).
