Mansour <br /> SUBJECT: HO`OMALU AT WAIKOLOA(WAIKOLOA WORKFORCE RENTAL HOUSING)HRS §201H- <br /> 38 APPLICATION-WAIKOLOA,HAWAII <br /> September 30, 2022 <br /> Page 3 <br /> traffic considerations are reviewed for impact to "Residential"households during <br /> school hours, holidays, and special/emergency events (Ironman, <br /> hurrican%arthquake, or other events requiring road closures on the Queen <br /> Ka'ahumanu Highway). Consideration should note that all Solid Wastes generated <br /> in Hawaii County is landfilled at the West Hawaii Sanitary Landfill located 1 mile <br /> south of this Housing Project. <br /> The Traffic Assessment prepared by Wilson Okamoto Corporation utilized 2019 traffic data <br /> collected by the Hawaii Department of Transportation because of the significant disruption of <br /> long-term traffic patterns in the area caused by COVID-19 and and changes to visitation, affecting <br /> more recent traffic patterns. Wilson Okamoto supplemented this data with traffic information <br /> collected by Waikoloa Beach Resort at survey points located along Waikoloa Beach Drive at the <br /> resort's north and south access points. <br /> As noted, Ho`omalu is not expected to have any significant impact on area traffic attributable to <br /> travel by households as they dispose of solid waste, since this would be serviced by a commercial <br /> vendor utilizing the West Hawaii Sanitary Landfill or Pu'uanahulu Landfill. On the other hand, <br /> by providing an opportunity for a substantial number of workers who may currently have to <br /> commute long distances to jobs at Waikoloa Beach Resort or other places of employment nearby, <br /> it is hoped that Ho`omalu may reduce the need for long-distance commutes along Queen <br /> Ka`ahumanu Highway and other regional throughfares. <br /> Phase I Environmental Site Assessment <br /> Report Section S.3.13 Solid Waste <br /> Concerns for the DEM-SWD <br /> • Solid Waste discussion in Environmental Site Assessment <br /> o Concern #3 - The Report provided only discusses the current site "As-is". To that <br /> point, the report finds a "De Minimis" condition that poses no threat of future <br /> release to the environment. There is no discussion, in the offered Project <br /> Documents,for Solid Waste Disposal for any of the planned 228 units in the future. <br /> As discussed, earlier, residents may take their household generated wastes to the <br /> Puako Transfer Station (no additional costs). However, if residents choose to <br /> dispose of their household generated wastes at the West Hawaii Sanitary Landfill, <br /> the landfill imposes a $116 per ton fee for all wastes delivered for disposal. This <br /> fee will increase each subsequent year, by CPI, beginning July of 2023. <br /> Prospective tenants, looking for "affordable" housing, should be provided <br /> information regarding likely fuel and potential solid waste disposal costs <br /> (landfilling vs. residential curbside pickup?) when considering comparable housing <br /> units on island. <br /> As noted, solid waste generated by Ho`omalu residents will be transported to West Hawaii <br />
