No. 1031/Bill No. 222 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawaii <br /> TIME: 2:33 p.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning, to which was referred Bill No. 222, reports as follows: <br /> Bill No. 222, submitted by Mayor Mitchell D. Roth, via Communication No. 1031, dated <br /> September 22, 2022, amends Section 25-8-19 (North Hilo Zone Map), Article 8, Chapter 25 <br /> (Zoning) of the Hawaii County Code 1983 (2016 Edition, as amended), by changing the district <br /> classification from Agricultural—20 Acres (A-20a)to Family Agricultural—One Acre (FA-la) <br /> at `O`6kala, North Hilo, Hawaii, covered by Tax Map Keys: 3-9-001:023 and 031. The <br /> applicant is Leonard Cardoza Trust. The project area is approximately 15.404 acres. Bill No. 222 <br /> was introduced by Chair Ashley Kierkiewicz, by request. <br /> The Windward Planning Commission forwards its favorable recommendation for this change of <br /> zone request, which would allow the applicant to apply to subdivide the property into seven <br /> lots. The property is located to the north(makai) of Mamalahoa Highway, approximately 270 <br /> feet east of its intersection with Milo Street, Portion of Humu`ula and `O`6kala, in North Hilo. <br /> Planning consultant Daryn Arai was present in the Kona Chambers, planning consultant Sidney <br /> Fuke was present in the Hilo Chambers. Mr. Arai explained that this project is consistent with <br /> the General Plan (GP) and Hamakua Community Development Plan (CDP). The property was <br /> historically used as a central processing location for the sugar cane, and the former haul roads <br /> can be used to service the lots of the subdivision. <br /> Committee Member Heather Kimball noted that the notice sign for this subdivision application <br /> was melted in the `O`6kala wildfire several weeks ago. She agreed that the project is consistent <br /> with the GP, CDP, and historic use of the area, and that it is a responsible use of the area. She did <br /> not believe extensive improvements to the roads were needed given the rural characteristics of <br /> the subdivision. <br /> Committee Member Holeka Inaba asked how the applicant intends to contribute to the fair share <br /> contributions. Mr. Arai responded that the affordable housing condition attached to the project <br /> would mean that several lots would not have to contribute, and Mr. Cardoza responded that he <br /> has the resources to provide fair share contributions for the remaining lots. <br /> PC Report No.: 82 <br />
