Permitting Questions <br /> 1. Is there a way to issue provisional permits to further reduce construction delays and permitting <br /> backlog?This may be acceptable for professional design architects/engineers and licensed <br /> contractors,once planning approval has been given and while plans,specs are under review by other <br /> County departments.Discrepancies would be provided to these entities as reviews progress for <br /> correction as construction proceeds,but without halting such construction except For major Code <br /> non-compliance or safety reasons.Designers and contractors would be fully responsible for making <br /> corrections and be subject to financial penalties for non-compliance.Failure to do so would result in <br /> certificates of occupancy not being issued until work passes final inspections.What code changes <br /> would be required? <br /> References: liawai`i County Building Code,Section 5-2-24,Modifications;Section 5-3-21.Permit <br /> exemptions.City of Austin,TX Code§25-11-35-Temporary Building Permit: <br /> "The building official may issue a temporary building permit to authorize construction of a <br /> portion of a building,structure,or building service equipment before the plans and specifications <br /> for the entire project have been submitted or approved if the applicant files information and <br /> detailed statements describing the activity to be performed and the building official determines <br /> that the activity complies with this title." <br /> The permittee under a temporary building permit proceeds with construction at the perrnittcc's risk. <br /> A temporary building permit does not guarantee that a permit for the entire building or structure <br /> will be approved.A permittee does not acquire vested rights under a permit issued under this <br /> section. <br /> 2. Similarly,can/should all permit reviews be completed before informing applicant of discrepancies <br /> instead of intermittent advisories which delay permitting until applicant responds each time? <br /> 3.
