PEA
September 29, 2022, HSAC Meeting Agenda Page 110 ta
1 a
operation, and safety, as documented by comprehensive submission
requirements...Government CIPprojects would increase compliance. Most of the time
there are change orders and they bid low, sometimes it cost more. I think the key part
of it is that information furnished by....must be available for the public. [Some text is
missing as the audio recording for minutes was inaudible]
ED Parsons: The preemption bill regarding tobacco is being introduced by CM
Kimball and CM Waters. This would repeal the preemption language to return
I
authority to the county to regulate tobacco products.
!
CMKing:Re-introducing the bill from last year regarding the coastal zone
management act. This would help address the delay in sidewalks being approved to
be built. We are trying to get back to the origins; bill, as people started adding to it
and we want to keep it to the original. j
The EPR legislation, everyone needs to look at that. Where we are charging the waste
that is being created would be charged back. Maybe the water companies pay for
recycling their water bottles. Have not seen the legislation, just saw a flier.
CMKimball: CA just passed their EPR bill which sets the stage. There was a draft
that went through last session that did not pass.
CM King: Can we talk about adding that to the package?
CAVI Kimball: Talking about two bills, 1448, Jon is drafting a version which we have
and is ready to go. We are not getting a clear decision from the DOH on what is an
injection well, the resolution that Jon was drafting is to implore DOH to actually
i
make the rules as far as the decision from the supreme court on what the injection
well is. We have some projects that require an NPDES permit and then we have some
i
that do not.
I
1
CM Kimball: We have not yet discussed priorities, EPR again, not something we will 1
i
put forward again but if it is passed as a priority.
CM King. If we can go with the concept of each bill in our package and then
summarize it and add those to our
I
!
