County Reports: <br /> i. County of Hawaii <br /> CM Kimball: Currently working on sensitive places bill, with respect to the <br /> conceal-carry. Introduced by CSI Chun. The initial version was fairly restrictive. It <br /> i <br /> 3 <br /> has since been amended to allow some other places to open up for conceal-carry. <br /> I <br /> Thinking it will be before Mune of next year for the legislature to introduce something <br /> and we need something in the meantime to identify those places. <br /> I <br /> Have a resolution for the state to move the jail, next to the high school in residential <br /> neighborhood. Recent report is that the jail is worst in the country, over crowded, <br /> twice the occupants. In the process of being renovated, but we are asking the state to <br /> I <br /> move it to a better area. <br /> We have 8/9 members elected at this point, only one outstanding election. The 8 have <br /> got together and determined council chair and vice chair. Because I am now council <br /> chair I will be stepping down from HSAC. I am looking at restructuring the <br /> i <br /> committees away from subject matter and more at function, to make it more efficient <br /> and to get us away from certain jurisdictions on staking a claim. It prevents people I <br /> from pursuing legislation they want to pursue. <br /> i <br /> I <br /> CM King: We had looked at this and we were trying to get away front certain <br /> committees having jurisdiction over certain departments. Any committee should be <br /> able to talk with a department if it is relevant to the policy. If you are interested we <br /> can share the info on why we have our committees aligned the way we do. We had <br /> one councilmember chair a committee who wanted to hear something that was in <br /> their district but not in the committee purview. <br /> CM Kimball: Yes, would like to see Maui's information on committee setup. Looking <br /> at four function based and four policy based. Want to separate authorizations from <br />
