October 25, 2022, HSAC Footing Agenda Page 1 3 1A
A
2
5
BCOU t
policy. This still needs to be approved by all the council. Any
documentation would be helpful.
CM King. Can David Roth send the original proposal for when we re-aligned the
committees. Land use and planning are combined and now a lot more is getting
done.
CM Chock: Has there been any decisions on HSAC representatives?
CM Kimball: CM Ashley Kierkiewicz is going to be the HSAC designee and then the
alternate will be a new member so they can have the longevity. Plan to have one of
the chairs staff to attend and participate in the HSAC meeting for longevity and
continuity.
ii. County of Kauai
CM Chock: Passed ag dedication bill, directly affects the Niihau island, min tax bill
ordinance that is being processed. Bunch of planning initiatives, one is a plantation
zone overlay. Might be a way to address housing needs. Increased square footage on
guest houses, some legislation for our tiers system under finance. Other than that do
not see a whole lot coming down. We have two more meetings scheduled for this term.
Do see a return for the 2% housing percentage going to the housing revolving fund
coming back in the form of a bill for an ordinance.
We do not know who will be in HSAC but we think CM Carvalho will take over in
December and has interest in continuing.
CM Waters:Is Kauai looking at a safe places bill for conceal-carry?
CM Chock: Do not see it happening in this term. We do have an EV charging
threshold so any new construction will require EV installation.
CM Kimball: We did pass an EV bill, as there is plenty of money for EV
infrastructure. If you need support for what it takes for private entities to put in the
infrastructure we would be happy to share it with you.
