Discussion and consideration of proposals for inclusion in the 2023
HSAC Legislative Package:
i. Maui County Resolution No. 22-195 , CD1
APPROVING FOR INCLUSION IN THE 2-023 HAWAII STATE
ASSOCIATION OF COUNTIES LEGISLATIVE PACKAGE A
STATE BILL TO REMOVE THE MINIMUM AGE
REQUIREMENT FOR POLICE OFFICER RETIREMENT.
CMPaltin:At our last meeting there was a concern that lowering the age more police
would retire sooner. The SHOPO representative shared that the age requirement was
added in 2012, anyone hired before 2012 did not have the age requirement and they
are considered legacy with the no age requirement. Only officers hired after 2012
would be eligible for the age requirement and they would not be eligible until 2037 if
this amendment passes. No need to worry about the concern brought up at the
annual conference. This would put us on a more even footing with other
jurisdictions. Just putting this out there really boosted moral on Maui.
Jon Okudara: Often you might start with firefighters and others joining in. It is a
good idea for police officers, they put their lives on the line. Because of the
recruitment problem this is something you can use to recruit. Not sure how the
legislature will look at this as it depends on the counties coming up with the part on
affordability whether they could do it. Not sure if it would pass the first year, but
worth making a strong argument for it now. All the departments have a large
vacancy problem.
CMKimball: Yes, we have 60 vacancies and are having trouble with recruiting.
CM Chock:Definitely meets our criteria.
