u"OUNTY OF III a* STATE OF HAWAIII <br /> 1AE OP•NA.f� <br /> 4- <br /> SOLU'T'ION NO. <br /> A RESOLUTION TO AWARD A PUBLIC ACCESS, OPEN SPACE,AND NATURAL <br /> RESOURCES PRESERVATION MAINTENANCE FUND STEWARDSHIP GRANT TO <br /> KOHANAIKI `OHAA. <br /> WHEREAS, Section 10-16 of the Hawaii County Charter establishes a Public Access, <br /> Open Space, and Natural Resources Preservation Maintenance Fund (hereinafter"Maintenance <br /> Fund") "to preserve the land, promote public safety, and maintain a healthy stewardship"; and <br /> WHEREAS, Section 10-16(h) of the Hawaii County Charter provides that the <br /> Maintenance Fund may be used for a stewardship grant program for properties purchased via the <br /> Public Access, Open Space, and Natural Resources Preservation Fund, which allows 501(c)3 <br /> nonprofit organizations to apply for grant-in-aid project funding for stewardship projects; and <br /> WHEREAS, Kohanaiki `Ohana is a 501(c)3 nonprofit organization whose mission is to <br /> enrich the social understanding and appreciation of Hawai`i's native culture and environments <br /> and to protect the natural and cultural resources and historic treasures along the Kohanaiki and <br /> `O`oma coastline on the west coast of Hawaii Island; and <br /> WHEREAS, Kohanaiki `Ohana submitted a Maintenance Fund stewardship grant <br /> application to continue providing land stewardship and cultural education for the `O`oma Beach <br /> Property, which is situated in the District of North Kona(TMK: (3) 7-3-009:004), and acquired <br /> via the Public Access, Open Space, and Natural Resources Preservation Fund after adoption of <br /> Resolution No. 276-12; and <br /> WHEREAS, during its September 12, 2022, meeting and pursuant to Section 2-217 of <br /> the Hawaii County Code 1983 (2016 Edition, as amended), the Public Access, Open Space, and <br /> Natural Resources Preservation Commission forwarded a positive recommendation for this <br /> project to the Director of Finance; and <br /> WHEREAS, Communication No. 1077, issued by the Director of Finance on October <br /> 14, 2022, submitted for the Council's consideration nine applicants for stewardship grants for <br /> various properties that have been acquired by the County using the Public Access, Open Space, <br /> and Natural Resources Preservation Fund; and <br /> WHEREAS, the Director of Finance in Communication No. 1077 recommends that <br /> Kohanaiki `Ohana will be able to complete its project in accordance with the project description <br /> submitted and in strict adherence to the conditions governing the Public Access, Open Space, <br /> and Natural Resources Preservation Maintenance Fund; and <br /> WHEREAS,the Council finds that awarding a stewardship grant to Kohanaiki `Ohana <br /> will allow it to continue its ongoing efforts, such as (1) monitoring and protecting native flora <br /> and fauna; (2)restoration of an ancient historical trail; (3) coastal maintenance; (4) propagation <br /> and out-planting of native coastal plants; and(5) collaboration with the community to achieve <br /> the above goals to enhance and solidify the community component of this project; and <br />
