The purpose of this <br /> program is to provide an educational and stewardship program at Kahalu'u Bay. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> Background: <br /> The Kohala Center has been conducting education and stewardship programs for over 15 <br /> years. It developed the Pulama Kahalu'u: Supporting Ongoing Stewardship program to <br /> provide a model for the protection and preservation of Hawaii's natural and cultural resources. <br /> Justification: <br /> The Pulama Kahalu'u: Supporting Ongoing Stewardship program achieves the department's <br /> Tourism Program goals of Responsible Tourism, Pono-Based Communication and Place- <br /> Based Education.
