REQUEST: Resolution authorizing the Mayor to enter into a multi-year lease agreement for one (1) sewer cleaning truck for a period of five (5) years for the Department of Environmental Management, Wastewater Division. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The Wastewater Division is requesting to lease finance one (1) sewer cleaning truck to assist the division in staying compliant with the Department of Health regulations. The new sewer cleaning truck will be used by the west side operations to perform flushing/cleaning of sewer pipes and to vacuum wastewater and debris from pipes and wetwells/tanks. Flushing and cleaning of the sewer system is required on a regular basis to decrease the frequency of sewer blockages/spills and repairs. Currently, west side operations use a 13-year old sewer cleaning truck, which the holding tank is in need of replacement, or borrowing a sewer cleaning truck from the east side operation. West side operations does not have equipment that has the ability to flush/clean and evacuate sewer pipes and wetwells/tanks. The existing equipment is able to flush/clean, but not evacuate. Having a sewer cleaning truck with both flushing/cleaning and evacuating capabilites will improve work productivity and efficiency. This placement truck is needed to ensure that the sewer lines are flushed and evacuated in a timely manner and that we are compliant with DOH regulations. Purchase price is estimated at $600,000. The estimated lease payment is $9,000 per month. Funding for the lease is included in the Fiscal Year 2022-2023 budget.
