No. 1086/13ill No. 240 <br /> PLACE: Council Chambers <br /> Hilo, Hawai'i <br /> TIME: 10:52 a.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Policy Committee on Health, Safety, and Well-being, to which was referred Bill No. 240, <br /> reports as follows: <br /> Bill No. 240, transmitted by Director of Parks and Recreation Maurice C. Messina via <br /> Communication No. 1086, dated October 10, 2022, amends Chapter 15, Article 2, Division 1, <br /> Section 15-26, of the Hawai'i County Code 1983 (2016 Edition, as amended), Relating to the <br /> Use of Vehicles and Parking Restrictions at County Parks and Recreational Facilities. <br /> This measure clarifies and adds provisions for the parking of vehicles at County parks and <br /> recreational facilities. <br /> Director Messina, Deputy Director Michelle Hiraishi, and Officer Matt Lewis were available in <br /> the Hilo Chambers for questions. <br /> Director Messina mentioned that this amendment addresses the issue of people parking their <br /> electric vehicles and leaving them to charge for the day while they are at work, or tour groups <br /> encouraging people to park their vehicles at a park and then taking them off-site in a tour van, <br /> removing parking spaces for active park users. The intent is not to criminalize this behavior but <br /> provide the staff with language that allows for enforcement of the law to maintain parking for <br /> those actively using the facilities. <br /> Committee Member Sue Lee Loy stated that this is an issue in her district, especially in <br /> Keaukaha and wants to give beach parks back to local users. Committee Member Matt Kaneali`i- <br /> Kleinfelder wanted to know about enforceability. Director Messina said that both the Department <br /> of Parks and Recreation along with the Police Department would be helping with enforcement. <br /> Committee Member Cindy Evans wanted to know about overflow of parking when people have <br /> events and park outside of designated spots, and Director Messina stated that the amended <br /> language is to help to maintain the grass and facilities and make sure that people are parking in <br /> designated spots. <br /> Report No.2 <br />
