REQUEST: <br /> Resolution authorizing the Mayor to enter into a multi-year lease agreement for four(4) Compacting <br /> RefuseTrailers for a period of five (5) years for the Department of Environmental Management, Solid Waste <br /> Division. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The Solid Waste Division is requesting to lease finance four(4) Compacting Refuse Trailers to be used to <br /> transport refuse from various transfer stations to the East Hawaii Regional Sort Station (EHRSS) or West <br /> Hawai'i Sanitary Landfill (WHSL), These trailers are needed to replace four trailers that are reaching the end <br /> of their useful life. Solid Waste is using aged trailers to haul refuse to the East Hawai'i Regional Sort Station <br /> and the West Hawai'i Sanitary Landfill. Constant repairs to trailers negatively impact services island wide <br /> with services often being restricted, temporarily suspended or redirected. <br /> Issues with equipment repairs affect the availability of trailers for daily disposal at any transfer station and <br /> require operations to reduce the number of trailers available at sites with more than one chute. This is not an <br /> ideal situation for either the customer or for the Division as it creates longer lines for customers to dispose of <br /> their debris and refuse trailers will get filled quicker. <br /> Purchase price is estimated at $250,000 each, or$1,000,000 for four(4) Compacting Refuse Trailers. The <br /> estimated lease payment is $17,600 per month for the four (4) Compacting Refuse Trailers. <br /> Funding for the lease is included in the Fiscal Year 2022-23 budget although the delivery of these trailers is <br /> not expected until next fiscal year due to the long lead time for this equipment.
