REQUEST: <br /> Pursuant to Chapter 2, Article 25, Section 2-139(a)(3), requesting a resolution identifying the award of grants <br /> to non-profit organizations in amounts more than $25,000. Please see attached Exhibit A for the list of <br /> organizations, project name and amount of award. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> On March 23, 2022, the County of Hawai'i passed Ordinance 22-26, which appropriates seventy-five percent <br /> (75%) of tier two property tax revenues for the next five fiscal years towards addressing homelessness and <br /> housing. This is the first-of-its-kind investment towards homelessness response appropriated directly from <br /> County funding. Prior to this direct investment, homelessness services and housing with supports in the <br /> County was only made possible through funding from the Federal and State governments along with private <br /> grants and donations. <br /> On November 17, 2022, the Office of Housing and Community Development(OHCD), issued a Request for <br /> Proposal for the Homelessness and Housing Support Grants. The intent of the grant program was to solicit <br /> organizational capacity that will assist the County with carrying out initiatives and programs incorporating the <br /> priorities within the Strategic Roadmap for Homelessness and Housing, dated September 1, 2022. <br /> The OHCD finds that the appropriation of the Homeless and Housing Fund constitutes a public purpose. <br /> SIGNED: 4111.11'.'
