COUNTY OF G * STATE OF G <br /> ,TE OF.Mppt <br /> RESOLUTION NO. 83 23 <br /> A RESOLUTION ADOPTING 2023 COUNTY OF HAWAI'I ANNUAL <br /> ACTION PLAN FOR THE COUNTY OF HAWAI'ICOMMUNITY <br /> DEVELOPMENT BLOCK GRANT PROGRAM AND AUTHORIZING <br /> THE MAYOR OF THE COUNTY OF HAWAI'I TO EXECUTE AND <br /> SUBMIT THE ACTION PLAN AND ALL OTHER RELATED <br /> DOCUMENTS TO THE UNITED STATES DEPARTMENT OF HOUSING <br /> AND URBAN DEVELOPMENT. <br /> WHEREAS,the County of Hawaii is a direct recipient of federal Community <br /> Development Block Grant(CDBG) Program funds from the United States Department of <br /> Housing and Urban Development(HUD); and <br /> WHEREAS, it is required by HUD that the County submit a Consolidated/Action Plan, <br /> in accordance with Subpart C of 24 CFR Part 91, which includes housing and homeless needs <br /> assessments, a housing market analysis, five-year goals and priorities, and project monitoring <br /> procedures; and <br /> WHEREAS, the Consolidated Plan is a five (5)year(2020-2024)plan that indicates the <br /> County's goals and priorities for the use of CDBG, HOME and HTF funds for housing, <br /> homeless, special needs and community development; and <br /> WHEREAS, it is required by HUD that before the County of Hawaii receives its annual <br /> CDBG allocation, the County shall submit its yearly Action Plan as required by the Consolidated <br /> Plan; and <br /> WHEREAS, the Action Plan is a yearly plan that includes the actual projects and <br /> activities that will be carried out with the County's CDBG funds; and <br />
