WHEREAS, the CDBG projects and activities must meet the priorities and objectives as <br /> described in the Consolidated Plan; and <br /> WHEREAS, it is required by HUD that the County of Hawaii submit certifications <br /> assurance conformance to related rules,regulations and laws of the CDBG Program; and <br /> WHEREAS, a timely submission of the Action Plan for CDBG funds, in accordance <br /> with appropriate federal regulations is necessary; and <br /> WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that County departments <br /> obtain the consent of the Council to enter into agreements with the federal or state governments <br /> respecting action to be taken pursuant to any of the powers granted by law to furnish, expend, <br /> and receive any funds or other assistance in connection with projects being or to be undertaken <br /> pursuant to those powers; now,therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, in <br /> accordance with Section 46-7, Hawaii Revised Statutes,that the Mayor of the County of <br /> Hawaii is authorized to execute, on behalf of the County, an agreement and related documents <br /> with the United States Department of Housing and Urban Development for the 2023 CDBG <br /> funds. <br /> BE IT FURTHER RESOLVED that the 2023 Action Plan is hereby adopted and <br /> approved that the Mayor of the County of Hawaii or, in his absence,the Acting Mayor or <br /> authorized representative is hereby authorized to execute and submit the 2023 Action Plan and <br /> all other related documents necessary to process the CDBG Program to the United States <br /> Department of Housing and Urban Development. <br /> BE IT FURTHER RESOLVED that the County shall utilize the CDBG funds in <br /> accordance with program rules and regulations. <br />
