Requires the Department of Health to establish an advisory council by 11112024 to advise the Department on how to structure a producer-funded packaging waste reduction and reuse program. Requires the Department of Health to: (1) develop a packaging waste reduction and reuse program by December 31, 2025, and (2)publish and implement a packaging waste reduction and reuse plan, beginning duly 1, 2026. Establishes the Packaging Waste Special Fund. Makes appropriations. HB293 - PROPOSING AN AMENDMENT TO ARTICLE VIII, SECTION 3 OF THE HAWAII CONSTITUTION RELATING TO THE FUNCTIONS, POWERS, AND DUTIES OF REAL PROPERTY TAXATION.
