Discussion on the reimbursement process for NACo and VVIR board members to attend NACo and WIR conferences. CM Waters: Want to clarify if the NACo board of directors can be reimbursed for an unlimited number of conferences or are they restricted to only two conferences. S.Laiu, HNL OCS: It appears that the $2000 is per conference, with regards to applying for reimbursement, HSAC is its own entity so the reimbursement process applies to HSAC as its own entity. The request should go to HSAC directly. CM Waters: The interpretation is $2000 per meeting but limited to two meetings. Kamakana Watanabe HNL OCS. Historical precedence is that it is $2000 per conference. Inquiry to see if there are historical records of how the Treasurer reimbursed for travel in the past. Chair Rapo,zo: In the past it was $2000 per conference and not more than 2 conferences per year. Sometimes this would cover those on steering committees. The county would submit a reimbursement request to HSAC and the funds would go back to the Director of Finance. CM Waters: The future secretary should make an amended rule to make this clear. CMKimball: The $2000 limit pertains to setting the expenditures in the budget. ED Parsons: The budget that was approved for this year shows $24,000 for NACo travel and WIR $12,000. CM Kimball: Where we see the language about the $2000 limit is under the section for budget and what we should include. See page 10, Section 21. But page 11, "Travel" who is eligible, there are no limitations, travel expenses are defined, shows no limit. One more section on travel does not show any limit on the number of reimbursements.
