REQUEST: <br /> A Resolution is requested authorizing County (via the Department of Research and Development)to enter <br /> into agreement with the State of Hawaii Department of Labor and Industrial Relations (DLIR)to receive <br /> QUEST DWG grant funds in the amount of$965,600.00 to assist individuals who have been adversly <br /> affected by the COVID-19 pandemic and the social and economic inequities that it exacerbated, to enter, <br /> return to, or advance in high-quality jobs that are safe, sustainable, stable, equitable, and support workers <br /> voice in the workplace. <br /> A bill to appropriate funds to <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The U.S. Department of Labor awareded a QUEST (Quality Jobs, Equity, Strategy, and Training)grant of <br /> $10,595,171.00 to the State of Hawaii Department of Labor and Industrial Relations for a two-year period <br /> beginning September 26, 2022 and ending September 30, 2024. The QUEST grant identified entitites to <br /> carry out specific facets of the program. <br /> In addition, QUEST grant should help dislocated workers and other eligible participants, including <br /> underserved and historically marginalized individuals, develop economic resilience to future economic <br /> shocks through employment, training, and entry into high-quality jobs, espeically in growing and critical <br /> industries. <br /> Per QUEST BULLETIN NO. 03-23, $965,600.00 is allocated to County of Hawaii to service 35 participants. <br /> SIGNED: DATE: <br /> Department Head <br />
