REQUEST: <br /> The Department of Public Works Engineering Division requests a resolution authorizing the Mayor to enter <br /> into an agreement with the Department of the Army for the Waiakea-Palai Flood Risk Management project. <br /> To meet the funding deadline the agreement must be executed by May 19, 2023. Thus, we are requesting to <br /> waive the Finance Committee meeting and be placed on the next Council meeting agenda. <br /> B: BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED: <br /> This agreement is related to design, construction, and maintenance of the Kupulau Detention and Hilo <br /> Municipal Golf Course Detention flood risk management project by the Department of the Army.
