REQUEST: <br /> A resolution is requested authorizing the County (via the Department of Research and Development) to enter <br /> into an agreement with the Corporation for National and Community Service, a federal Agency, for the <br /> purpose of establishing and operating local projects under the AmeriCorps Volunteers in Service to America <br /> (VISTA) Program. <br /> Request that the 5-day holdover period and hearing before the Finance Committee be waived. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The VISTA project will seek to establish and sustain a Community-Based Participatory Practice (CBPP) that <br /> engages and builds the capacity of community to identify, define, address, solve, and evaluate issues in their <br /> own community in partnership with academia and local government to restore regenerative governance on <br /> Hawaii Island that more effectively and equitably addresses the social, economic, and environmental <br /> determinants of health and well-being that challenge the Island's most vulnerable families and communities. <br /> The project expects to especially benefit the six most vulnerable County subdivisions (more than 23,000 <br /> residents) that have almost 60% to 70% of their households in poverty and/or below the asset-limited, <br /> income-constrained, employed (ALICE) threshold. <br /> SIGNED: � _ DATE: 6/15/23 <br /> for Department Head <br />
