Integrated Island , Greenhouse Gas Reduction and Climate Adaptation Actions to N <br /> Climate Action Plan for the Build Local Resilience to Climate ChangeNO <br /> � �� <br /> Intervention Points and Actions <br /> Intervention points were identified for each climate cascade. These are points where the cascading <br /> effects of climate change could be disrupted by a project or action to reduce greenhouse gas emissions <br /> or impacts on community systems. An intervention early in the sequence that makes up a cascade is <br /> considered more effective as it can address multiple cascading effects and thereby enhance community <br /> resilience and save money, time, and effort. <br /> This ICAP focuses on actions that County departments can take to improve climate resilience based on <br /> areas of responsibility as listed in Table 2. For each cascade, actions were identified at each <br /> intervention point based on County assets exposed and population at risk. An estimate for the cost of <br /> each action is noted as follows: <br /> $ - action can be accomplished within the current County budget and staff <br /> $$ - action requires additional funding for consultants or studies <br /> $$$ - action requires major investment for infrastructure design and implementation <br /> Projects proposed or recently completed under the County's capital improvement program and Multi- <br /> Hazard Mitigation Plan were reviewed for inclusion in this plan. <br /> Table 2.Hawaii County departments with primary responsibilities in the ICAP <br /> ---------- <br /> County Department •• • <br /> Civil Defense Disaster response <br /> Finance Financing for capital improvement, open spaces management <br /> Environmental Management Solid waste and wastewater systems <br /> Fire Department Emergency response <br /> Mass Transit Agency Public transportation <br /> Parks and Recreation Beach parks, senior centers, and sports centers <br /> Planning Land use and coastal zone management <br /> Public Works Roads, bridges, floodplain management, energy efficiency, County fleet <br /> maintenance, building and energy codes, and building permits <br /> Research and Development Emissions data and reporting, agriculture and tourism industry support, energy <br /> transformation, and grants <br /> Water Supply Water tanks, reservoirs, and water lines <br /> Individual actions were also included for every cascade after the County actions and co-benefits.
