COUNTY OF HAWAII - STATE OF HAWAII <br /> ' 'Tp OF•NF,� <br /> RESOLUTION NO. 207 23 <br /> A RESOLUTION TO AWARD A PUBLIC ACCESS, OPEN SPACE,AND NATURAL <br /> RESOURCES PRESERVATION MAINTENANCE FUND STEWARDSHIP GRANT TO <br /> KOHANAIKI GHANA. <br /> WHEREAS, Section 10-15 of the Hawai`i County Charter establishes the Public Access, Open <br /> Space, and Natural Resources Preservation Fund, to acquire lands and easements in the County of <br /> Hawai`i for public outdoor recreation and education; and <br /> WHEREAS, Section 10-16 of the Hawai`i County Charter establishes a Public Access, Open <br /> Space, and Natural Resources Preservation Maintenance Fund (hereinafter "Maintenance Fund"), to <br /> preserve these lands, promote public safety, and maintain healthy land stewardship; and <br /> WHEREAS, Section 10-16(h) of the Hawai`i County Charter provides that the Maintenance <br /> Fund may be used for a stewardship grant program for properties purchased via the Public Access, <br /> Open Space, and Natural Resources Preservation Fund, which allows 501(c)3 nonprofit organizations <br /> to apply for grant-in-aid project funding for stewardship projects; and <br /> WHEREAS, Kohanaiki `Ghana is a 501(c)3 nonprofit organization whose mission is to enrich <br /> the social understanding and appreciation of Hawai`i's native culture and environments and to protect <br /> the natural and cultural resources and historic treasures along the Kohanaiki and 0'oma coastline of <br /> Hawai`i Island; and <br /> WHEREAS, Kohanaiki `Ohana submitted a Maintenance Fund stewardship grant application <br /> to continue providing land stewardship and cultural education for the `O`oma Beach property, in the <br /> District of North Kona(TMK: (3) 7-3-009:004), and acquired via the Public Access, Open Space, and <br /> Natural Resources Preservation Fund after adoption of Resolution No. 276-12; and <br /> WHEREAS, during its September 12, 2022, meeting and pursuant to Section 2-217 of the <br /> Hawai`i County Code 1983 (2016 Edition, as amended),the Public Access, Open Space, and Natural <br /> Resources Preservation Commission forwarded a positive recommendation for this project to the <br /> Director of Finance; and <br /> WHEREAS, Communication No. 336, issued by the Director of Finance on June 13, 2023, <br /> submitted for the Council's consideration six applicants for stewardship grants for the period of July 1, <br /> 2023, through June 30, 2024, for various properties that have been acquired by the County using the <br /> Public Access, Open Space, and Natural Resources Preservation Fund; and <br /> WHEREAS, the Director of Finance in Communication No. 336 recommends that Kohanaiki <br /> `Ghana will be able to complete its project in accordance with the project description submitted and in <br /> strict adherence to the conditions governing the Maintenance Fund; and <br />
