County of Hawai`i <br /> CM Kimball: Bill 194, the intent was to remove the ability of the planning director to provide an <br /> administrative extension on zoning ordinances and propose instead if applicants wanted a time <br /> extension, they would have to come to the county to request the extension. Purpose to create <br /> transparency. Veto was overridden, the resolution process did not provide for an appeal process, <br /> will need to add in language to address this. <br /> In the budget process, received a second round, an overall increase of 5.8% since the last <br /> budget. Seeing more positions in the various departments and continued support for training and <br /> technology infrastructure. <br /> Personal bill, introduced for a hearing of the office of sustainability climate equity and resilience <br /> office (OSCER) cabinet level office under the Mayor. Will be a tasking agency for the various <br /> departments. Also for the county to have a bucket for all the federal funding programs. Goal to <br /> build disaster <br /> ii. County of Kauai <br /> CM Carvlaho: Moving through the budget, have a bill relating to possession and use of pepper <br /> spray for self defense. <br /> 2023 HSAC conference, invitations were emailed to invitees, sponsor letters sent out. Let us <br /> know of any additional sponsors. Information is available on the website. Setup visits to key <br /> places on the island. Only taking checks. <br /> CM Kimball: Is there a list of all of the sponsors who have been contacted so we know who has <br /> been reached out to. We can also help send out an email to all the past participants once the <br /> website for HSAC is updated. <br /> ED Parsons: Last time there were parameters around sponsors, is this something we should <br /> consider this time. <br /> CM Carvalho: Theme is the hukilau, lay the nets together, share the catch. More info to come. <br /> iii. County of Maui <br /> CM Paltin: Having public hearings on the budget. Scheduled May 23. This is the largest <br /> allocation to the emergency fund, and the total budget is I%more than last year. Estimating the <br /> TAT revenues will be low when the fiscal year ends. Ground breaking for a thousand unit • <br /> development near the airport. Wed 24, groundbreaking coming up for Hawaiian homelands <br /> project. <br /> Passed two reso's,first having trouble with illegal short term vacation rentals. Last charter took <br /> away the cap on fines but we haven't been collecting the fines. First reso was to link the fines to <br /> the property, the finance department has the capability if the fine runs with the property versus <br /> with the owner the other reso, urges the governor to release the data on the TAT tax payers, <br /> because some illegal short term rental persons are paying their TAT even though they are illegal. <br /> Excited to attend the HSAC conference on Kauai, will look for donors. Looking to put affordable <br />
