Passed bills 107 and 111 to give people <br /> preference by the length of residency, adjusted for college and national guard. Uses a lottery <br /> system, chooses the names and then looks at who has the longest residency. Another bill brings <br /> down the price that purchasers can get a mortgage for. <br /> iv. City and County of Honolulu <br /> CM Waters: Property taxes in HNL went up considerably. Mayor came up with a one time $300 <br /> tax credit to be implemented this year. Also looking at long term tax relief looking at 30 bills <br /> before us, looking at homeowners exemption, capping tax if you make $60,000 or below. <br /> Including kupuna who are on fixed income. In HNL we have a residential A, if you own a second <br /> home over $1M then you pay a different rate. Salaries for HNL councilmembers, salary <br /> commission recommended a significant jump. There is a resolution to deny all increases and <br /> another to deny just the council raises. Nothing in the Charter to say if they are part time or full <br /> time, tried to compare what the councilmembers do to other roles in the City. Since 1990 council <br /> raises have been frozen 19 times, I think because council members are put in the position of <br /> voting on their own raises. <br /> CM Carvalho: We have a session on housing and real property at the conference. We are all <br /> going through similar situations. <br /> Further discussion on homeowners exemption rates in the various counties and information on <br /> the salary raises. <br /> Motion to receive all reports.
