No. 418/Res. No. 236-23 <br />Your Committee on Finance, to which was referred Resolution No. 236-23, reports as follows: <br />Resolution No. 236-23, transmitted by Finance Director Deanna S. Sako, via Communication No. 418 <br />dated August 16, 2023, authorizes the payment of funds of a later fiscal year and of more than one <br />fiscal year for multi-year employment contracts for the Planning Department. <br />This resolution authorizes the Mayor to enter into four-year contracts for seven positions to deliver <br />recovery efforts from the 2018 Kilauea Eruption, to be funded with disaster recovery sources. <br />Committee Chair Matt Kaneali`i-Kleinfelder asked Planning Director Zendo Kern to give a brief <br />overview. <br />Committee Member Ashley L. Kierkiewicz commented in support of this measure. <br />Committee Member Cindy Evans asked for clarification on the Disaster Recover Communication <br />Specialist and the Disaster Recovery Engagement position, to which Mr. Kern provided specific <br />differences. Ms. Evans shared her concerns about the potential for another disaster. Mr. Kern suggested <br />speaking with her offline. <br />Mr. Kaneali`i-Kleinfelder expressed concerns about the length of this contract. The community is still <br />unclear about the recovery status and lack of progress.
