REPORT OF THE <br />COMMITTEE ON FINANCE <br />DATE: September 5, 2023 Re: Comm. No. 416/Res. No. 235-23 <br />PLACE: Council Chambers <br />Hilo, Hawaii <br />TIME: 11:30 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Finance, to which was referred Resolution No. 235-23, reports as follows: <br />Resolution No. 235-23, transmitted by Finance Director Deanna S. Sako, via Communication No. 416 <br />dated August 16, 2023, creates one new Battalion Chief and three new Fire Helicopter Pilot positions <br />for the Hawaii County Fire Department. <br />This resolution establishes new pilot positions necessary to transition away from contracting <br />services and adds a Battalion Chief position for the Emergency Operations Division. <br />Committee Chair Matt Kaneali`i-Kleinfelder asked Fire Chief Kazuo Todd to provide background on <br />this measure. <br />Committee Member Ashley L. Kierkiewicz asked Chief Todd to elaborate on a position and clarify if <br />this position will assist with fire prevention efforts, to which Chief Todd stated that he did not see a <br />direct connection but explained how the position in question would assist with special operations like <br />aerial operations, rescue operations, and hazmat operations. <br />Committee Member Susan L. K.
