No. 481/Res. No. 283-23 <br />Your Committee on Finance, to which was referred Resolution No. 283-23, reports as follows: <br />Resolution No. 283-23, transmitted by Finance Director Deanna S. Sako, via Communication No. 481 <br />dated September 15, 2023, authorizes the payment of funds of a later fiscal year and of more than one <br />fiscal year for a multi-year lease for the Hawaii County Police Department. <br />This resolution authorizes the Mayor to enter into a five-year lease agreement for Tasers and <br />associated equipment to be utilized by Police Officers island wide. <br />Committee Chair Matt Kaneali`i-Kleinfelder asked Police Lieutenant Aaron Carvalho to provide some <br />background on this measure. <br />Committee Member Jenn Kagiwada asked Mr. Carvalho for clarification on the associated equipment <br />mentioned in this measure. Mr. Carvalho stated that the related items are included in the cost of the <br />Tasers and include training cartridges, training suits, live cartridges, and holsters. <br />Committee Member Ashley L. Kierkiewicz asked how many Tasers would be purchased. Mr. Carvalho <br />responded by stating they intend to equip all sworn -in personnel. He continued by saying that he does <br />not have that exact number but would be able to provide that at a later date. Ms. Kierkiewicz asked <br />Finance Director Deanna Sako how much the department has budgeted for the equipment, to which she <br />replied that she knows that it is a significant amount as they intend to replace the equipment for all <br />sworn -in officers. She couldn't provide the exact amount at that time but said she would be happy to <br />offer it at the next hearing. <br />Committee Member Holeka Goro Inaba asked for a communication with the number of Tasers, the <br />amount of equipment, and a list of the associated equipment. <br />Committee Chair Matt Kaneali`i-Kleinfelder agreed with Mr. Inaba and told Mr. Carvalho that the <br />committee looks forward to receiving that information. <br />FC Report No. 82 <br />
