REPORT OF THE <br />COMMITTEE ON FINANCE <br />DATE: October 17, 2023 <br />PLACE: Council Chambers <br />Kailua-Kona, Hawaii <br />TIME: 10:50 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 523/Res. No. 306-23 <br />Your Committee on Finance, to which was referred Resolution No. 306-23, reports as follows: <br />Resolution No. 306-23, transmitted by Finance Director Deanna S. Sako, via Communication No. 523 <br />dated September 29, 2023, authorizes the Mayor to enter into a multi-year agreement with the Federal <br />Highway Administration and/or the State of Hawaii Department of Transportation. <br />This resolution allows for the receipt of $249,320 in federally -derived funds to assist the <br />Department of Public Works in developing Safe Routes to School initiatives to promote walking <br />and biking as safe and viable sources of transportation near schools. <br />Committee Member Cindy Evans noticed that the Supplemental Grant Worksheet provided <br />reflects that the County will match this grant with $62,330, but it was not mentioned in the <br />resolution. Finance Director Deanna Sako replied that the resolution itself is only to initiate the <br />agreement with the Mayor and that they normally do not mention that there will be a fund match, <br />which is why they provided the Supplemental Grant Worksheet. <br />Committee Member Jenn Kagiwada commented in support and expressed gratitude to the <br />Department of Public Works and Engineering Division Chief Keone Thompson for acquiring <br />these funds. <br />Committee Member Susan L. K. Lee Loy asked for more clarification on how these funds would <br />be used and if a project was already identified. Public Works Deputy Director Malia Kekai <br />clarified that these funds would be going to a specific position, so these funds would be utilized <br />mainly for Salary and Wages. Ms. Kekai provided a brief overview of what that position will be. <br />Committee Member Ashley L. Kierkiewicz asked Ms. Kekai for details on funding and if the <br />County would later need to fund this project. Ms. Kekai asked Ms. Sako to provide a brief <br />overview of how this would be supported. <br />Committee Chair Matt Kaneali`i-Kleinfelder asked that the department include all schools in the <br />County as there are problems in multiple areas for kids to get to school safely. <br />FC Report No. 95 <br />
