REQUEST <br />Requesting a resolution and bill/ordinance for funding from the Corporation for National and Community <br />Service ("AmeriCorps") in the amount of $50,000.00 for VISTA Support Funds. <br />The purpose of the funding is to deliver trainings from local historians, cultural practitioners, and other <br />resources to AmeriCorps VISTAS to ensure their thorough understanding of the place and communities they <br />serve. Support Funds will be used to compensate individuals and organizations whose services are <br />appropriately procured to provide such trainings. <br />Requesting to waive the 5 -day hold over. <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br />This appropriation reflects funding allocated from AmeriCorps to the County of Hawai'i ("the County") for the <br />VISTA Program Year 2023-2024. These funds are given to assist in carrying out an anti -poverty AmeriCorps <br />VISTA project as authorized under Title I, Part A of the Domestic Volunteer Service Act of 1973, as amended <br />(Pub. L. 93-133). <br />The County has a standing MOA with AmeriCorps for eight VISTA members and two cost -share VISTA <br />members. VISTA members serve a one-year term of service [see Resolution 198-23 and MOA 23VSIHI002, <br />signed 07/21/2023]. VISTAS provide capacity building support on various anti -poverty initiatives. <br />These funds will be utilized to support the current VISTA program by providing discretionary funds, in the <br />amount of $50,000,00, to provide training to AmeriCorps VISTAS working at the County. VISTAS work in <br />close proximity with both County officials and the Hawaii Island community, and thus it is important for them <br />to receive training that informs and steeps them in the knowledge, culture, and history of Hawai'i Island. <br />The Department of Research and Development ("R&D') emphasizes that no County General Funds are <br />involved in these transactions, and there is no matching cost associated.
