No. 543/Bill No. 95 <br />PLACE: Council Chambers <br />Hilo, Hawaii <br />TIME: 9:00 a.m. <br />Council Chair and Members <br />Hawai `i County Council <br />Hilo, Hawai `i 96720 <br />Your Policy Committee on Infrastructure and Assets, to which was referred Bill No. 95, reports <br />as follows: <br />Bill No. 95, transmitted by Public Works Director Stephen M. Pause via Communication <br />No. 543, dated October 9, 2023, amends Chapter 24, Article 10, Division 5, Section 24-280, <br />Schedule 28, of the Hawaii County Code 1983 (2016 Edition), relating to no parking at anytime <br />upon certain streets or portion of streets. <br />This bill adds a provision to prohibit parking alongside a section of Old Mamalahoa Highway, <br />that fronts the De Luz Quarry adjacent to an exposed lava tube. <br />Public Works Traffic Division Engineer Mr. Rizalino Mangaoang acknowledged this <br />amendment is being proposed to mitigate blind turns by removing sight obstructions along the <br />roadway, specifically at and nearby a lava tube where parked vehicles in narrow grassed <br />shoulders and pedestrian activity within the travel lanes are creating a traffic safety hazard within <br />the narrow winding road. <br />Bill 95 was amended with the contents of Communication 543. 1, introduced by Committee <br />Chair Lee Loy, and passed to remove the attachment as a matter of consistency in formatting. <br />Your Policy Committee on Infrastructure and Assets is in accord with the purpose and intent of <br />Bill No. 95, as amended to Draft 2, and recommends its passage on first reading. <br />so <br />Respectfully submitted, <br />POLICY COMMITTEE ON <br />INFRAS <br />L.
