REQUEST: <br /> Resolution authorizing the Mayor to enter into a multi-year lease agreement for one (1) portable pump with a <br /> 10" discharge <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> County is required to provide redundant emergency pumping at all facilities as part of the County's <br /> Emergency Operation Plan. Wastewater Division (WWD) has identified our current pump intended to <br /> provide emergency pumping for our large pump stations are past it's useful life. . <br /> Portable pumps are necessary equipment in the event of failure of any/ all stationary primary and back up <br /> pumps for all Wastewater facilites islandwide. We use them for dewatering applications as part of routine <br /> maintenance when not in use for emergency response. Having the pump on-hand and available for <br /> immediate use, the WWD reduces the inherent risk of raw sewage infiltrating waterways, including the open <br /> ocean. Public health and safety is of the utmost importance to the Wastewater Division, as is the avoidance <br /> of violations and fines from the State Department of Health and Environmental Protection Agency. <br /> The pump shall be leased financed, such that the County will own the pump at the end of the 5-year lease. It <br /> is estimated that the 10-inch pump to cost $235,000, with an estimated monthly payment of$4,300. The <br /> annual estimated monthly payments for the pump is $51,600. In the FY 2023/2024 budget, funding for the <br /> lease has been approved for the procurement of two 6-inch portable pumps. At this time the Wastewater <br /> Division would like to use the approved funding to acquire the much needed 10-inch pump for the following <br /> reasons: <br /> WWD has determined that the 10" is a higher priority as we do not have any working pumps of this size in <br /> our inventory. We have a few existing six-inch pumps that we have been able to repair and restore for other <br /> smaller sewer pump stations. <br /> Due to lead and delivery time, the first payment of the lease is not expected to be made well until Q3 of FY <br /> 2024/2025. <br /> • <br /> SIGNED: DATE: /-- to-24 <br />
