Where does the project fit in <br />relation to community development, land use, and zoning plans? <br />The proposed project is consistent with the 2017 State Functional Plan on Housing related to Rental <br />Housing: <br />OBJECTIVE A: INCREASE AND SUSTAIN THE SUPPLY OF PERMANENT RENTAL HOUSING THAT IS <br />AFFORDABLE AND ACCESSIBLE TO HAWAII RESIDENTS, PARTICULARLY THOSE WITH INCOMES AT OR <br />BELOW 80% AMI. <br />STRATEGY. Expand and preserve the supply of affordable rental housing units through joint <br />public/private efforts. Expand and mobilize resources to better assist households seeking rental <br />housing opportunities, including lower income households, the elderly, persons with disabilities, <br />and homeless households. And, pursue sources of funding for rent subsidies. <br />POLICY A (1): Direct federal, state, and county resources toward the financing and <br />development of rental housing projects. <br />IMPLEMENTING ACTION A(1)(a): Efficiently utilize existing federal, state and county <br />financing programs, including the Low Income Housing Tax Credit, Hula Mae Multifamily Revenue <br />Bond, and the Rental Housing Revolving Fund programs, to facilitate the development of <br />permanent rental housing projects in areas suitable for development (i.e., urbanized areas in <br />proximity to schools, jobs, public transportation, etc.). <br />Form 201H-001, 03/29/2023 Page 13 <br />
