BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The Hilo Planning Department office consists of approximately fourty-five staff positions for which two multi- <br /> function devices(copy/print/fax) are needed to support operations.
