No. 451-24 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawai`i <br /> TIME: 10:08 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance,to which was referred Resolution No. 451-24, reports as follows: <br /> Resolution No. 451-24,transmitted by Finance Director Diane Nakagawa, via Communication <br /> No. 765 dated March 1, 2024, authorizes the payment of funds of a later fiscal year and of more than <br /> one fiscal year for multi-year leases of three fire apparatus for the Fire Department. <br /> This resolution authorizes the Mayor to enter into five-year lease agreements with an approximate <br /> monthly cost of$27,998 for a replacement hazmat truck for the Kaumana Fire Station and an <br /> approximate monthly cost of$37,330 for two replacement engines for the Pahoa and Volcano Fire <br /> Stations. <br /> Assistant Fire Chief Darwin Okinaka and Accountant Nikol Lonokapu were present in the Hilo Council <br /> Chambers to answer any questions. <br /> Committee Member Ashley L. Kierkiewicz acknowledged this significant investment and asked for <br /> more background on this measure. Ms. Kierkiewicz inquired about the manufacturer for this apparatus, <br /> to which Mr. Okinaka clarified that it would need to go out to bid, and they currently do not know who <br /> the manufacturer will be. <br /> Committee Member Susan L. K. Lee Loy asked if there was a way to make this type of purchase on <br /> the state level instead of purchasing it per individual county. Ms. Lee Loy mentioned that there had <br /> been situations where counties worked with the state to make significant purchases as each county had <br /> a similar need. Mr. Okinaka told Ms. Lee Loy that he believes that is possible, especially if the budget <br /> allows it, but that would require some time and coordination. <br /> Committee Member Holeka Goro Inaba asked Mr. Okinaka to confirm that these leases would result <br /> in the County owning them like other vehicle purchases, which Mr. Okinaka confirmed was correct. <br /> Mr. Inaba then asked Mr. Okinaka how long we expected these vehicles to last, and Mr. Okinaka stated <br /> that it would last 15 to 20 years. <br /> Committee Chair Matt Kaneali`i-Kleinfelder thanked Ms. Lonokapu and Mr. Okinaka for their time <br /> and asked if these apparatuses would be equipped with any type of backup camera.
